This two-day training will provide federal grant administrators, school district leaders, directors, and private non-profit schools with the tools and knowledge for success throughout the school year. Participants will develop and refine their skills to analyze documentation for the essential components and enhance leaders’ understanding of how to meet compliance with a step-by-step process. This session includes valuable information and resources for success with all ESSA programs: Title I-A, Title I-C, Title II, Title III, and Title IV.

Are you responsible for managing your district’s Private Non-Profit schools’ equitable services? Are you a private school administrator trying to understand how to access equitable services under the ESEA/ESSA? This two-day academy is designed for your success! The content of this training is based on the book "Private Non-Profit Schools Compliance by Design-How to Manage Equitable Services from Start to Finish". This user-friendly guide provides practical resources in a format that is organized to help any school district or private school administrator to understand all the complex requirements for implementing, managing, monitoring, and evaluating equitable services for Title I, Part A; Title I, Part C; Title II, Part A; Title III; and Title IV, Part A. 

Below is a sample agenda for Day 1:

  • Background and history of PNP schools and equitable services.

  • “All Things PNP” that covers all the common compliance requirements across all ESSA programs: how to conduct an information meeting, timely and meaningful consultation, allocations, program planning, budget monitoring, role of the PNP school official, payroll and extra-duty pay, documentation, and much more.

  • Title I, Part A: How to manage, monitor, and implement equitable services for Title I, Part A

  • Low-income survey, targeted assistance model, contracted services, consultation, and much more.

  • Title I, Part C: How to manage, monitor, and implement equitable services

  • Qualified move, parent notifications, consultation, equitable services allocations, and much more.

  • Title II: How to manage, monitor, and implement equitable services

  • Consultation, equitable services allocation, procedures for travel reimbursement, and much more.

  • Home Language Surveys, PNP student assessment, consultation, equitable services for English language learners and allocations, and much more.

  • Fiscal rules that govern all equitable services that relate to PNP school services: supplement not supplant, reasonable and necessary, allowable/allocable, and procurement.

  • Program administration includes examples of policies and procedures to set up and guide PNP schools on how to submit travel reimbursement requests, inventory, contract management with external service providers, and much more.  

About the Presenter/Author: Kish Russell-Yoquelet started working with equitable services for Private Non-Profit schools in 2012 as a Federal Programs Compliance Coordinator for San Antonio ISD in San Antonio, TX. She continues to work and support school districts across the state of Texas and the nation.  Her experience brings direct knowledge and experience that goes beyond the knowledge of federal legislative requirements and provides practical insight to understand the necessary elements to effectively manage a successful equitable services program under your leadership.

This session is recommended for anyone who previously attended an ESSA Compliance Academy session or just needs a refresher on ESSA compliance requirements. 

Compliance!  Want to learn how to close out the school year like an ESSA compliance rockstar? Finish the year strong with this quick two-hour virtual learning session that will boost your knowledge of and skills to effectively close out all the many Title I, Title II, Title III, Title IV, and Parent & Family Engagement compliance requirements with useful resources and information necessary for compliance success in during the last 60 days of the grant period. BONUS: A planning checklist will be available for download during each session to use as a guide or to communicate with other staff to close out the grant period. Example topics include: program evaluation, documentation, time and effort reporting, inventory, review policy and procedures, compliance reporting, conducting an internal monitoring of documentation, planning for the new grant period, public notice, private non-profit school consultation, review budget expenditures, how to utilize summer months to plan for the new grant period, posting federally funded job positions, conducting a Comprehensive Needs Assessment, reviewing Schoolwide plans, Targeted Assistance methodology, student identification and evaluation, creating per pupil allocations, rank order, grade span grouping, Maintenance of Effort, budget planning, procurement, district reservations, indirect costs, joining Shared Service Arrangement or consortium, using REAP or Transferability, updating Administrative Procedures Manual for federal grants, parent and family engagement policy and compact, analyzing end of the year survey results for program improvements, and much more. Each live virtual session will be held via Zoom with a weblink that will be sent in a separate email once payment has been received for the session. Kish Russell-Yoquelet will facilitate each session in a synchronous virtual format that will be recorded and made available asynchronously for up to one month following each session. 

The cost for each virtual session is $150. The cost does not include the cost for a book which can be purchased separately.

  • Parent and Family Engagement Title I funded job positions: job descriptions, work schedules, and time and effort reporting

  • Setting up and managing Title I budget for compliance with PFE requirements

  • Creating a calendar of Title I PFE activities

  • Title I communication and parent engagement aligned with Title I purpose and intent
